Can I ship dangerous goods by sea in LCL (Less than Container Load) from China?
LCL consolidation for dangerous goods is permitted but heavily restricted: - Shanghai and Ningbo: LCL is allowed for certain classes only–typically Class 3 (flash point above the consolidator’s threshold), Class 4.1 (non-self-reactive), Class 8 (same-acid or same-alkali, not mixed), and Class 9 (including lithium batteries) – the exact Class 3 flash-point cut-off is subject to the consolidator’s DG acceptance policy. The specific list varies by terminal and carrier. - Qingdao: LCL for dangerous goods is generally not accepted for most classes; full-container-load is the practical requirement. - Prohibited classes for LCL: Class 1, Class 2, Class 4.2, Class 4.3, Class 5, Class 6.1 (toxic), Class 6.2, and Class 7 are LCL-prohibited across all ports. LCL DG shipments require segregation from other hazardous cargo in the same container. The consolidation warehouse must be MSA-certified for DG handling, and the DGD must clearly indicate that the container contains multiple UN numbers. This significantly increases documentation complexity and is typically advised only for shippers with low-volume, high-value DG cargo.
What happens if my Dangerous Goods Declaration is rejected?
If the MSA rejects the maritime declaration, the cargo cannot enter the port. The shipper receives a rejection notice with the specific reason–commonly a documentation mismatch, expired 危包证, or missing UN marking. Rejection carries significant downstream costs: - The container is held at the packing warehouse (or returned from the port gate) and must be unpacked. - The corrective action (new packaging certification, revised MSDS, re-packing) resets the timeline. - Missed vessel cut-off usually results in rolling the cargo to the next available sailing, subject to carrier space availability. The best risk-control method is a pre-booking documentation review by a licensed DG forwarder.
