1. What is 危包证 (DG Packaging Certificate)?
The term 危包证 (Wēi bāo zhèng) is used daily by every freight forwarder, factory manager, and customs broker involved in China DG exports. But here is what nearly every first-time exporter gets wrong: it is not one document. It is two.
The official framework comes from China's Law on the Quality and Safety of Import and Export Commodities and its implementing regulations. According to the China Ministry of Transport (MOT), the DG packaging certification system processes over 500,000 applications annually across all Chinese ports. Under Article 17, all dangerous goods exported from China must use packaging that has been tested and certified by the Entry-Exit Inspection and Quarantine (CIQ) authorities, now operating under China Customs.
The full formal Chinese name is 出境危险货物运输包装使用鉴定结果单 (Chūjìng wéixiǎn huòwù yùnshū bāozhuāng shǐyòng jiàndìng jiéguǒ dān), literally "Outbound Dangerous Goods Transport Packaging Use Appraisal Result Form." In practice, everyone says 危包证.
2. Two certificates explained: Performance vs Use Appraisal
The DG Packaging Certificate system consists of two distinct documents issued at different stages to different parties. Understanding the difference is essential for planning your export timeline.

3. Step 1: Performance Certificate (性能证)
The Performance Certificate is obtained by the packaging manufacturer, not the exporter. If you are an exporter buying UN-certified packaging from a supplier, the supplier should already have this certificate for the packaging type they sell you.
How packaging manufacturers get the Performance Certificate
- Submit packaging samples to CIQ. The manufacturer sends samples of each packaging type (drum type, material, capacity) to the local CIQ laboratory. For example, a 25L UN-rated plastic jerrycan (1H1) requires separate testing from a 200L steel drum (1A1).
- CIQ conducts UN performance tests. The tests follow the IMDG Code requirements and include:
- Drop test: packaging is filled and dropped from a specified height onto a rigid surface. Must not leak or rupture. According to the IMDG Code, drop heights vary by packing group: 1.8m for PG II, 0.8m for PG III (based on a packaging with a specific gravity ≤1.2).
- Leakproofness test: per the IMDG Code, applies internal air pressure (minimum 20 kPa for PG II packaging, as specified in section 6.1.5.4 of the IMDG Code) to verify no leakage through closures or seams.
- Hydraulic pressure test: for metal, plastic, and composite packaging. According to the IMDG Code section 6.1.5.5, applies internal hydraulic pressure (minimum 100 kPa for PG II, 250 kPa for PG I) for a specified duration.
- Stacking test: simulates the load of filled packages stacked during transport. As specified in the IMDG Code, minimum duration: 24 hours at ambient temperature (28 days at 40 degrees C for plastic packaging to test creep).
- CIQ issues the Performance Certificate. If all tests pass, CIQ issues a certificate specifying: packaging type code (e.g., 1H1/Y/1.5/250/22/CN/C39001), DG class compatibility, maximum gross mass, and certificate validity period (12 months).
Important for exporters: When you buy UN-certified packaging, always request a copy of the packaging manufacturer's Performance Certificate. You will need it when applying for your own Use Appraisal Certificate. If the manufacturer cannot provide it, their packaging is not legally certified, and you cannot use it for DG export.
4. Step 2: Use Appraisal Certificate (使用证)
This is the exporter-side certificate. It confirms that your actual goods were packed into certified packaging correctly. This certificate is shipment-specific: you need a new one for each export batch.
Application process for exporters
- Prepare the application. After goods are packed into UN-certified packaging, the exporter (or their authorized agent) submits an application to the local Customs office at the place of production. The application must include the Performance Certificate from the packaging manufacturer.
- Customs reviews documents. The reviewing officer checks that the packaging used matches the certified packaging type, that the DG class is compatible with the packaging, and that the packaging marking (UN mark) is visible and correct.
- On-site inspection. A Customs officer visits the packing location to verify:
- The packaging physically matches the Performance Certificate specifications
- UN marking is legible and meets the IMDG Code size requirements: minimum 12mm character height (6mm for packages with net mass 30kg or less, or capacity 30L or less, as specified in IMDG Code Part 6)
- Inner packaging (if used) is properly arranged and cushioned
- Closures are secure and leakproof
- Class labels and handling marks are correctly affixed
- Customs issues the Use Appraisal Certificate. If the inspection passes, the certificate is issued, typically in electronic format through the China International Trade Single Window (单一窗口). The certificate number becomes a required field when submitting the Maritime DG Declaration.

6. Online application via China Single Window
Since 2019, both the Performance and Use Appraisal Certificate applications can be initiated through the China International Trade Single Window (中国国际贸易单一窗口, www.singlewindow.cn), the unified online platform for all China customs and trade documentation.
Step-by-step navigation
- Log in to www.singlewindow.cn with your enterprise electronic card (法人卡) and USB key (U盾).
- Navigate to: Standard Applications (标准版应用) → Inspection and Quarantine (检验检疫) → DG Packaging Inspection (危险货物包装检验).
- For Performance Certificate: select "Performance Inspection Application" (性能检验申请). Fill in packaging type, material, UN standard, manufacturer details. Upload supporting documents.
- For Use Appraisal Certificate: select "Use Appraisal Application" (使用鉴定申请). Enter the Performance Certificate number (the system will auto-validate it), DG UN number and class, gross/net weight per package, number of packages, and packing date.

The total timeline depends on whether you are a first-time applicant or have existing DG export history with Customs.

Expedited processing (加急) is available at most CIQ offices, including Qingdao, for an additional fee. Expedited processing reduces the on-site inspection scheduling time and prioritizes document review. However, the physical testing timeline (if new packaging approval is needed) cannot be shortened.

9. 2025 Differentiated Assessment (差异化合格评定): what changed
In 2025, China Customs introduced a Differentiated Assessment (差异化合格评定) system for DG packaging certification. According to the China Ministry of Transport (MOT), this system was designed to streamline processing for compliant exporters while maintaining rigorous inspection standards for higher-risk shipments. This is the most significant procedural change since the Single Window was introduced.
What is Differentiated Assessment?
Instead of all exporters going through the same full inspection process, Customs now categorizes applicants based on risk profile and applies different levels of scrutiny:

Key changes for exporters
- UN3077 and UN3082 exporters benefit most. Class 9 environmentally hazardous substances (solid and liquid) that are not also classified under other hazard classes may now qualify for document-only verification. This covers many industrial chemicals, adhesives, and polymer additives exported from China.
- AEO certification is now more valuable. If your company is AEO certified (AEO认证企业), you should flag this in your Single Window profile. It can reduce inspection frequency from every shipment to approximately 5%.
- Risk-based targeting still applies. Even Tier 2 or Tier 3 applicants can be pulled for full inspection if Customs' risk algorithm flags the shipment (unusual product quantity, new destination country, changed packaging type).
- The system is not automatic. You still submit the same application. Customs assigns the tier during review. You cannot self-declare your tier.
10. Certificate validity and renewal
Certificate validity periods differ significantly by transport mode, and this catches many exporters off guard.

Under the IATA Dangerous Goods Regulations (IATA DGR), the 3-month validity for air transport represents a significantly shorter window than sea freight. If your Performance Certificate was issued more than 3 months ago, it is still valid for sea shipments but not for air. You must obtain a new or renewed Performance Certificate specifically for air transport.
Renewal process
When a Performance Certificate approaches expiry, the packaging manufacturer must re-apply through CIQ. If the packaging design has not changed and the previous tests were passed without issues, the renewal is typically faster (3-5 working days) than a first-time application. If the packaging design, materials, or manufacturing process has changed, full re-testing is required.
11. Frequently asked questions
What happens if my DG Packaging Certificate expires mid-shipment?
The key validity date is the date of the Maritime DG Declaration submission (for sea freight), not the vessel departure date. If your certificate is valid on the day the declaration is accepted by the MSA, it remains valid for that shipment even if the vessel sails after expiry. Expedite your declaration if your certificate is close to expiry.
Can I use the same Performance Certificate for multiple customers?
Yes, if you are a packaging manufacturer. A single Performance Certificate covers all packaging of that specific type you produce within the validity period, regardless of who buys it. Each customer (exporter) then applies for their own Use Appraisal Certificate using your Performance Certificate as supporting documentation.
Do I need a DG Packaging Certificate for samples?
Yes, if the sample itself is classified as dangerous goods and is being shipped by sea or air from China. Even a single 1L bottle of Class 3 flammable liquid requires a valid DG Packaging Certificate. There are limited exemptions for very small quantities under the IMDG Code Limited Quantities provisions, but these still require compliant packaging and marking.
What if my packaging manufacturer is in a different province from my factory?
This is common and generally not a problem. The packaging manufacturer obtains the Performance Certificate from their local CIQ. The exporter then applies for the Use Appraisal Certificate from the Customs office where the goods are packed (place of production), providing the manufacturer's Performance Certificate number. The Single Window system validates the Performance Certificate nationally regardless of province.
